Replacing City Desk with a "Vibe-coded" application

Sadly, the City Desk application finally died on me and will know longer run in Windows. Thus, I need a simple replacement to easily add new articles and update this site. 

To do this, I am first going to walk through a manual process of creating a new article by manually editing and adding new HTML files via FTP.
Once I have the manual process down, I will begin automating it step-by-step.
